Position Summary
Under the general direction of the Vice President of StudentServices, the Associate Vice President (AVP) of Student Serviceswill be responsible for serving as a senior district leaderresponsible for systemwide leadership, strategy, and operationaloversight of Admissions and Records (A&R), Financial Aid, andintegrated student services systems across all Los Rios'colleges.
This position provides enterprise-level leadership across assignedcolleges and District Office, ensuring the alignment,modernization, and continuous improvement of student servicessystems, policies, and service delivery models. The AVP leads withstrong personal initiative, organizational abilities, and strategicplanning to ensure the timely completion of systemwide projects andinitiatives. Leadership capabilities in this role reflectstudent-centered practices steeped in equity-mindedness andunderstanding of marginalized student populations, that support thefull student lifecycle—from application through completion.
The AVP serves as a key partner with District InformationTechnology (IT), Institutional Research, categorical programs’leadership, and college leadership to implement scalable,compliant, and innovative solutions that enhance access, equity,and student success.
Typical Duties
Student Services Administration (Districtwide SystemsLeadership)
- Providing leadership and strategic oversight for Admissions andRecords and Financial Aid operations across all colleges, ensuringalignment, compliance, and consistency in service delivery.
- Leading the design, implementation, and continuous improvementof districtwide student services systems, including financial aidprocessing, enrollment services, Degree Planner, and academicrecords.
- Supporting the implementation and adoption of greaterautomation and alignment of financial aid processes, unifiedstudent graduation and transcript-related petition processes, frontend transcript evaluation, Degree Planner, proactive and responsivestudent communications, and other priorities to enhance the studentexperience and operational efficiency
- Facilitating critical thinking about the systems and structuresin place, and how efficiencies and effectiveness can becontinuously reevaluated to ensure marginalized student access andsuccess.
- Overseeing two-college operations, ensuring equitable resourceallocation, standardized procedures, and high-quality serviceacross all sites.
- Directing large-scale system implementations and enhancements,including financial aid platforms, degree audit systems, studentcommunication tools, and onboarding technologies.
- Establishing and enforcing districtwide policies, procedures,and internal controls to ensure compliance with federal, state, andinstitutional regulations.
- Overseeing budgets, resource planning, and long-term financialstrategy for assigned functional areas.
- Providing leadership for districtwide initiatives supportingspecial populations, ensuring integrated and equitable access toservices.
- Guiding the development of staffing models, organizationalstructures, and workforce strategies aligned with systemwidegoals.
Student Services Leadership and Service Excellence
- Leading cross-college strategic planning and redesigningefforts focused on improving the student experience, increasingefficiency, and removing systemic barriers.
- Overseeing the implementation of updates from state and federalcompliance frameworks (e.g., Title IV, FERPA)
- Driving enterprise process redesign, including automation offinancial aid processing, transcript evaluation, petitionworkflows, and student onboarding systems.
- Championing data-informed decision-making, leveragingdashboards, analytics, and performance metrics to improve outcomesand accountability.
- Leading organizational change management for major systemimplementations and process transformations, ensuring successfuladoption across colleges.
- Establishing and monitoring key performance indicators (KPIs)related to access, service delivery, compliance, and studentsuccess.
- Advancing equity-centered practices, ensuring services areculturally responsive and designed to close equity gaps.
- Designing systems that address the unique needs and interestsof marginalized student populations to better support their access,engagement and success with A&R and Financial Aidprocesses.
- Supporting the development of districtwide communicationstrategies, including digital engagement tools, messagingplatforms, and student journey mapping.
Stakeholder Engagement, Communication, and Collaboration
- Serving as one of the primary liaisons between StudentServices, District IT, Institutional Research, and collegeleadership to align systems, data, and operations.
- Leading cross-functional governance structures for studentsystems implementation, prioritization, and continuousimprovement.
- Partnering closely with District IT to co-develop and implementtechnology solutions, ensuring systems are scalable, secure, andstudent-centered.
- Representing the District in statewide, regional, and nationalinitiatives related to student services systems, financial aidmodernization, and enrollment services.
- Building and maintaining strategic relationships with vendors,system partners, and external agencies.
- Facilitating collaboration among colleges to ensure consistentpractices while respecting local needs.
- Providing communication to senior leadership, includingreports, presentations, and strategic recommendations.
- Leading and participating in committees, task forces, andadvisory groups to advance districtwide priorities.

Minimum Qualifications
- Master’s degree from an accredited institution completed bytime of hire.
- Five (5) years of progressively responsible leadershipexperience in student services, including dean level oversight inareas such as financial aid, admissions and records, or enrollmentservices.
- Have an equity-minded focus, responsiveness, and sensitivity toand understanding of the diverse academic, socioeconomic, cultural,disability, gender identity, sexual orientation, and ethnicbackgrounds of community college students, including those withphysical or learning disabilities as it relates to differences inlearning styles; and successfully foster and support an inclusiveeducational and employment environment.
