Associate Engineer Or Civil EngineerThe City of Oxnard's Community Development Department is seeking an Associate Engineer or Civil Engineer with strong technical knowledge, interpersonal skills, a customer service orientation, and a history of effective partnerships and problem-solving to be part of the current Land Development Engineering Team.What You'll Do:Provides engineering analysis, review, and comments on all phases of land development engineering plans, reports, and calculations; coordinates with developers and design engineers to assure proposed improvements conform with applicable standards, policies and specifications; reviews engineering cost estimates; calculates and collects fees associated with development permits.Lead the land development permitting process for assigned projects from start to finish. This may include preparation of permit packages, project tracking through the permitting process, plan checking, updating internal/external staff, calculating permit fees, and issuing permits.Under general supervision, performs various professional level civil engineering work related to the planning, design, review and construction of land development improvement plans; identifies City requirements and establishes conditions of approval for land development; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; confers with developers, contractors, consultants, and representatives of other agencies regarding facilities and infrastructure development; assists in the training of lower level engineering positions; and performs related duties as required.Provide counter service as needed to support Engineering Permit Technicians in the review and processing of complex encroachment permit requests.Coordinate with the City Land Surveyor for the required review and approval of land surveying work product, including but not limited to: maps, legal descriptions, and exhibits prior to recordation.Reviews for compliance conditions of approval for all subdivision improvements and proposed developments, and makes recommendations to the City Engineer.Participate as a member of the Design Advisory Committee (DAC) and generate comments and technical conditions of approval for project entitlement.Payroll/Classification Title:Associate Engineer or Civil EngineerDistinguishing Characteristics:This position is distinguished from the next higher level class of Senior Civil Engineer by the latter position's complex project management and oversight responsibilities.Supervision Exercised / Supervision Received:Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.Work Schedule:The normal work week is Monday through Thursday, 8:00 - 6:00 PM and every other Friday, 8:00 - 5:00 PM. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours.
In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.The following are the minimum qualifications necessary for entry into each classification:Associate Engineer:Education: Bachelor's degree in engineering, architecture, construction management, or directly related field.Experience: Three (3) years of professional engineering, architecture and/or construction/ project management experience related to private land development projects.License/Certificate: Possession of a valid class C California driver's license.
Engineer In Training (EIT).Other Requirements: Must be able to effectively communicate in English, both orally and in writing.Civil Engineer:Education: Bachelor's degree in engineering, architecture, construction management, or directly related field.Experience: Possess three (3) years of experience in civil engineering work related to private land development projects.License/Certificate: Possession of a valid class C California driver's license.
