Position Summary

The Assistant Community Development Services (CDS) Manager will support the CDS Manager in overseeing the delivery of high-quality, person-centered services to individuals receiving Developmental Disabilities Administration (DDA) supports. This position will assist with the day-to-day coordination, supervision, and administration of CDS programs while ensuring compliance with applicable DDA requirements, organizational policies, participant service plans, and quality-assurance standards.

The Assistant CDS Manager will help supervise staff, coordinate participant services, monitor service documentation, support community integration, and promote safe, respectful, and meaningful experiences for participants. The position requires strong leadership, communication, organizational, and problem-solving skills, as well as a thorough understanding of DDA-funded services and person-centered practices.

Essential Duties and Responsibilities
  • Assist the CDS Manager with the daily operation and administration of Community Development Services programs.
  • Support the implementation of participant-centered services in accordance with individual plans, goals, preferences, and authorized supports.
  • Assist with supervising, coaching, training, and evaluating CDS staff.
  • Help coordinate staff schedules, assignments, coverage, transportation arrangements, and daily program activities.
  • Monitor participant attendance, engagement, progress, safety, and overall satisfaction.
  • Support the development and implementation of meaningful community-based activities that promote independence, social inclusion, employment readiness, skill development, and relationship building.
  • Review service notes, attendance records, progress reports, incident reports, and other required documentation for accuracy, completeness, and timeliness.
  • Assist with ensuring that services are delivered and documented in accordance with DDA requirements, participant plans, contractual obligations, and company policies.
  • Participate in the development, review, and updating of participant goals, progress reports, and service-related documentation.
  • Communicate regularly with participants, families, guardians, residential providers, case managers, DDA representatives, healthcare professionals, and other service partners.
  • Assist with addressing participant concerns, staff issues, service interruptions, and other operational matters in a timely and professional manner.
  • Support investigations, corrective actions, risk-management activities, and quality-improvement initiatives as needed.
  • Monitor staff compliance with required training, certifications, documentation, confidentiality, professional conduct, and safety procedures.
  • Ensure that participant rights, dignity, privacy, choice, and independence are respected at all times.
  • Assist with scheduling and participating in team meetings, staff meetings, planning meetings, and service coordination meetings.
  • Help identify participant needs and communicate recommendations to the CDS Manager and appropriate support professionals.
  • Promote positive behavior supports and assist staff in responding appropriately to behavioral, medical, emotional, and safety-related concerns.
  • Assist with maintaining accurate electronic and paper records while protecting confidential participant information.
  • Support program audits, inspections, reviews, and requests for documentation.
  • Assist with ordering supplies, maintaining program materials, and ensuring that program environments are safe, clean, accessible, and adequately equipped.
  • Provide coverage for the CDS Manager when necessary and perform other duties as assigned.
Required Qualifications
  • Bachelor’s degree in human services, social work, psychology, rehabilitation, education, business administration, healthcare administration, or a related field.
  • At least three years of experience working with individuals with developmental disabilities, preferably within DDA-funded services.
  • At least one year of supervisory, lead, program coordination, or management experience is preferred.
  • Knowledge of DDA services, person-centered planning, community integration, participant rights, and documentation requirements.
  • Experience working with individuals who may have intellectual, developmental, behavioral, medical, or communication support needs.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to supervise, motivate, coach, and support staff effectively.
  • Ability to manage multiple priorities, meet deadlines, and respond appropriately to changing program needs.
  • Proficiency with Microsoft Office, electronic record systems, email, scheduling platforms, and other standard office software.
  • Ability to maintain confidentiality and handle sensitive participant, employee, and organizational information.
  • Valid driver’s license, reliable transportation, and the ability to travel between program sites and community locations, if required.
  • Ability to successfully complete required background checks, employment screenings, and agency-mandated training.
Preferred Qualifications
  • Experience as a CDS Manager, Assistant Manager, Program Manager, Case Manager, Coordinator, or Direct Support Professional.
  • Experience preparing service documentation, progress reports, incident reports, and quality-assurance records.
  • Training in CPR, First Aid, medication administration, behavioral support, abuse and neglect prevention, or other relevant areas.
  • Knowledge of electronic case-management or service-documentation systems.
  • Familiarity with community employment, vocational services, supported living, day habilitation, or other DDA-related programs.

Physical and Work Requirements

This is a full-time position that may involve office-based administrative work, visits to program sites, and activities in community settings. The Assistant CDS Manager may be required to sit, stand, walk, bend, lift program materials, travel locally, and assist with emergency or program-related situations. Reasonable accommodations may be provided in accordance with applicable law.

Work Schedule

The position may require a flexible schedule, including occasional evenings, weekends, holidays, or emergency availability based on participant and program needs. Local travel between program sites and community locations may be required.
