Division Manager - Asphalt Division

The Division Manager - Asphalt Division is responsible for overseeing all asphalt operations within an assigned division, including plant production, paving, dispatch/trucking, and maintenance. This role provides strategic leadership and operational oversight to ensure the highest standards of safety, quality, efficiency, and customer satisfaction are achieved across all plants and crews.

The Division Manager leads Area Managers, Plant Supervisors, and operational staff to drive productivity, control costs, and ensure alignment with organizational goals and core values.

Leadership & Operations Management

Oversee daily operations of multiple asphalt plants, field crews, and dispatch functions within the division.

Develop and execute operational strategies to meet production targets, improve efficiency, and reduce downtime.

Ensure all work complies with company policies, environmental standards, and regulatory requirements (OSHA, AQMD, Caltrans, DOT, etc.).

Manage capital projects and plant upgrades in collaboration with Engineering and Maintenance.

Review production data and financial metrics to monitor performance and identify opportunities for continuous improvement.

Team Development & Performance Management

Lead, mentor, and develop managers and field teams through regular coaching, training, and performance reviews.

Promote a strong safety culture and ensure compliance with all company and regulatory safety policies.

Foster teamwork, accountability, and effective communication across departments.

Partner with Human Resources to support succession planning and leadership development.

Quality Control & Customer Relations

Ensure adherence to quality standards for asphalt production, placement, and testing in coordination with Technical Services and Quality Control.

Oversee dispatch operations to deliver excellent customer service and maximize trucking utilization.

Collaborate with Sales and Operations to resolve customer concerns and support bid preparation and project planning.

Support mix design adjustments and provide technical troubleshooting to optimize field performance.

Strategy & Business Development

Support executive leadership in forecasting, budgeting, and strategic planning for the division.

Identify growth opportunities, operational efficiencies, and new business initiatives.

Contribute to sustainability initiatives, including recycling programs (RAP, CMB, and returned materials) and resource optimization.

Required Skills & Knowledge

Comprehensive knowledge of asphalt plant operations, paving, and materials production.

Strong leadership and management skills with the ability to lead multi-site teams.

In-depth understanding of regulatory requirements and compliance, including OSHA, AQMD, Caltrans, and DOT.

Excellent problem-solving, communication, and organizational skills.

Strong financial acumen with experience managing budgets and controlling operational costs.

Proficiency with Microsoft Office, dispatch systems, and production tracking software.

Qualifications

10+ years of experience in asphalt production, paving, or heavy civil construction.

5+ years of experience in a management or multi-site leadership role (Area Manager or higher).

Strong mechanical and operational understanding of asphalt plant systems and equipment.

Demonstrated success in team leadership, project execution, and safety management.

Valid Class C driver's license with a clean driving record.

Physical Requirements

Ability to work outdoors in varying weather conditions.

Ability to lift up to 60 pounds and perform site visits and inspections.

Ability to stand, walk, and travel frequently to plant and project locations.
