Phone + onsite interview must.Pay Rate: $95/hr to $97/hr c2C all inclusive.Arlington County, Department of Technology Services (DTS), is seeking an Oracle EBS R12 Techno-Functional Specialist, with very good project management and stakeholder management capabilities. This is a technical manager role requiring hands on techno-functional expertise and PM / leadership capability which are critical to providing project and task management for the County's Financial and Procure to Pay modules. The primary responsibility is to manage progress toward resolving critical production support and application enhancement requests as prioritized with the Department of Management and Finance and to have a persistent and timely work ethic to drive tasks to completion.
The individual must possess a strong understanding of Oracle EBS R12 in the areas of Procurement and Financials including the modules GL, AP, Fixed Assets, iExpense, Public Sector Budgeting, Cash Management, iProcurement, iSupplier as well as AME Workflow. In addition to the Oracle EBS modules, the County uses Noetix Version 6.4 for reporting functions, EVA, the Virginia State EProcurement system, STARS, a custom SharePoint solution, for Solicitation Tracking and Reporting, UPK for training development and various financial interfaces with external parties. The Technical Manager must act as a bridge between the staff and management from DTS and the Department of Management and Finance (DMF) as well as engage in recommending, developing and implementing comprehensive business solutions that leverage Oracle EBS capabilities as broadly and effectively as possible.
This position will report to the HR and Financial System (PRISM) Manager and will lead and manage the efforts of a small team of four techno-functional staff supporting Financial and Procure to Pay modules. The position develops written products including but not limited to project plans, design documents, status reports, deployment plans, etc. that will set the County up for successful technology initiatives.Responsibilities:Work with the Finance and Procure to Pay business community to understand their current processes, system issues and requirements, and objectives for the futureRecommend system approaches and solutions based on best practice accounting, procurement, and budgetary examples and ideasWork with the business community and the Financials and Procure to Pay applications support team to ensure production support and application enhancement requests and system changes are prioritizedReview business requirements with the goal of developing high-level solution design, timelines and resource estimates for implementation, including deployment recommendations factoring in the Technology Department's standards, security, audit and compliance requirementsAssign and manage the work of the Financial and Procure to Pay applications support team to ensure timely achievement of support and enhancement tasks and manage quality and productivity of the assigned staff.Supervise process and functional design activities, create functional requirements as an input to application design, develop and test detailed functional designs for business solution components, supervise application build, test, and deploy activities, plan and execute data conversion activities and drive test planning and executionMonitor and report project status and milestone achievements for all phases of a project on a very regular basis and implement remedial actions as appropriateMentor and motivate the team and foster a culture of continuous learning and improvementMonitor technology trends such as emerging standards for new technology opportunitiesThe successful candidate will possess the following:Strong Project and Stakeholder Management skillsStrong teamwork and interpersonal skills and the ability to effectively communicate with all management levelsStrong oral and written communication skillsExcellent analytical, problem solving and decision making skills within functional and technical areasStrong leadership skills showing the ability to lead a small team of techno-functional specialists in Oracle e-Business Suite R12 solutions deliveryExperience with financial and procure to pay principles and with tier1/tier 2 ERP production support.Attention to detail and organization of status reports and team workload.Ability to capture decisions made in meetings and clearly document them.Strong understanding of Oracle EBS R12 in the areas of Procurement and FinancialsSelection Criteria:Minimum: Bachelor's degree in business, computer science, information systems or related field and 5+ years professional experience including project management2+ years of implementation or platform management experience with Oracle EBS R12Substitution: Additional relevant experience may be substituted for the education requirement on a year for year basis.Desirable: Preference may be given to applicants with one or more of the following: Advanced degree and/or financial/accounting experience
