Application Architect IIIThe Department of Natural Resources Information Technology (DNR IT) executive program is seeking applicants for an Application Architect III position in support of the Division of External Services (EX), Bureau of Waterways (WW). Regular database maintenance, critical updates and enhancements will help to meet state mandated large dam inspection requirements and the Federal dam safety reporting requirements. The FAD database stores all the modeling data for floodplain studies throughout the state. The FAD Tracking module captures the review and approval workflow for studies reviewed by staff. The Community subset tracks information about communities with floodplain ordinances, community contacts for general technical assistance and community contacts for compliance. The database is used daily by floodplain management staff.
It is also heavily used by consultants working for communities and property owners who need to analyze floodplain development proposals. Regular maintenance, timely critical updates and enhancements to the FAD and Community Databases are necessary to meet customer needs and comply with the federal reporting requirements. This project requires part-time (11 hrs/week - flexible) work for a candidate with.Net developer skillsets and experience as it will depend on the maintenance needs as they arise.The Most Qualified Candidate Will Have:Ability to work independently utilizing critical thinking and discretionary decision-making skill sets.Advanced level application development skillsets including Analysis and Development within Microsoft.Net Framework.Experience applying Object Oriented Design.Coding experience in ASP.Net MVC and/or.Net Core framework, including C#, VB.NET, HTML, XML, XSLT, CSS Javascript and Bootstrap.Experience applying Standard Security methods to custom applications.Experience creating web API’s.Experience developing applications with Oracle backend databases including experience writing stored procedures and SQL.Experience working in Visual Studio as well as Azure DevOps including keeping work items updated in addition to code management.Experience with GIS, especially Esri JavaScript APIs.Experience with coding standards and best practices.Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best PracticesExperience resolving technical issues through debugging, research, and investigation.Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.Excellent written and verbal communication skills.Collaborates with others and is a team player to ensure project success.Additional Skillsets That Will Also Be Helpful:Experience writing technical documentation.Experience with SharePoint.Experience working in Government.This position will work at the direction of the DNR IT Supervisor, Application Architect, Business Relationship Manager, Project Manager, and program Leads, utilizing DNR IT standards, software and tools. Tasks of this position include, but are not limited to:Orienting self to current applications by working with others Identifying a solution/design working in collaboration with project team members. Coding programs and applications using DNR standards and guidance for best coding and database practices, adhering to security requirements. This includes any integrations with other systems.
Structure code to meet standards for efficiencies and maintainability. Testing the applications by documenting scenarios and test results using DNR approved tools and processes. Managing code and version control using Azure DevOps Assisting with deploying the web-based applications, batch jobs and reports. Working on priority tasks and keeping tasks updated with current status in Azure DevOps. Providing input on estimates/timeline for tasks. Implementation of user interface changes/bug fixes based on feedback from team, users and testers.
Maintaining the backend Oracle database to support the needs of the applications. Creating clear and up to date documentation for the project’s configuration and code base.Developer must follow DNR standards and procedures for management and versioning of source code, file management and change management processes. The developer must look out for security concerns or issues when developing applications and follow security related protocols. Applications must be built and supported in compliance with Federal and State requirements.
