This position is located at Central Office in St. Paul, Minnesota and may have the flexibility to work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
Under the direction of the Deputy Director, this position plays a pivotal role in developing dashboards, analyzing data, and generating insights to support MnDOT's priorities for fairness and inclusion. The position provides analysis, consultation, guidance, and organizational performance reporting to employees at all levels of the agency. The position also requires a collaborative and strategic approach working closely with leadership and staff to identify challenges, propose solutions, allocate resources, and measure effectiveness to drive positive impact.
Occasional in-state travel required for meetings, trainings, and site visits.

Minimum Qualifications
Two years of advanced professional experience that demonstrates the bullets below:
A bachelor's or master's degree in public administration, policy, organizational development, psychology, or social work substitutes for six months of advanced professional experience.
- Experience analyzing organizational data and using software tools such as Power BI, Tableau, or Excel to create dashboards or reports that track strategic initiatives.
- Experience conducting organizational development assessments and implementing improvement strategies.
- Experience guiding group development with multicultural components and fostering inclusive team dynamics.
- Experience facilitating large group processes and leading discussions.
Preferred Qualifications
- Experience administering and interpreting the Intercultural Development Inventory (IDI) as a qualified administrator.
