Agile Project Manager/Scrum MasterUnder the general direction of the PMO Office Director or Dev-Ops Office Director, the Project Manager/Scrum Master is responsible for leading and directing 2-3 Agile teams that support multiple Agile projects or one larger Agile project within the organization. In collaboration with technical managers, this role ensures that all aspects of the Software Development Life Cycle (SDLC) are implemented according to established processes: requirements analysis, planning, design, development, testing, deployment, and maintenance. This role is responsible for ensuring that development teams adhere to Agile best practices, utilizing iterative and incremental approaches to deliver high-quality software.

This involves organizing development into small cycles that allow for changes and encourage frequent feedback. Mentoring and motivating teams to improve processes and overcome obstacles, while facilitating meetings and decision-making, are key aspects of this role. Serve as a coach, mentor, advisor, and teacher for Agile teams.

Support the broader organization by leading, training, and coaching Agile adoption. Assist employees and stakeholders in understanding and applying an empirical approach to managing complex work while eliminating barriers between them and Agile teams. Provide regular status updates to leadership and project stakeholders.Responsibilities:Utilize Jira to assist the team in refining the sprint backlog, ensuring the creation and quality of Epics and Stories, and managing the workflow through the storyboard.Manage the scope and timeline of each assigned project by coordinating sprints, conducting retrospective meetings, and leading daily stand-ups.Coach the entire organization in Agile frameworks.Facilitate internal communication and effective collaboration, serving as the main point of contact for external communications from customers or stakeholders.Work with product owners to manage backlogs, address new requests, and resolve conflicts.Collaborate with technical managers and leaders to assist in removing obstacles, helping teams implement changes effectively.Ensure that deliverables meet quality standards at the end of each sprint.Guide development teams toward higher levels of Agile maturity and help create a productive environment where team members take ownership of the product, fostering an appreciation for the Agile approach.Follows project management methodology using standards, policies, and guidelines set forth by GTA.Performs all other duties as assigned.Core competencies:Strong background managing information technology projectsKnowledge of process development and efficiencyStrong written and verbal communication skillsAbility to organize and complete complex tasks or small projectsStrong ability to articulate technical ideas in simple, understandable languageSound judgment and decision-making capabilitiesExcellent problem-solving skills combined with strong analytical thinkingOutstanding interpersonal skills with the ability to collaborate and communicate effectively with other team membersMinimum qualifications (education/experience):Bachelor’s degree or equivalent combination of education and experience8+ years managing Information Technology (IT) projects and programs5+ years Scrum Master experience leading and coaching Agile teams3+ years experience administering Jira and ConfluenceProven experience with the Software Development Life Cycle (SDLC)Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent certification.

Advanced certifications are highly preferredPreferred qualifications:Government Project Management experience (2+ years)Experience implementing Scrum and Kanban concepts in a technical teamExperience with development in or migration to AWS and/or Azure (2+ Years)Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
