Agile Program Manager (APM)

CONTINGENT UPON CONTRACT AWARD

Location: Remote (U.S.-based), with travel and periodic on-site support at CPE ST3 locations as mission requirements dictate.

Travel: Domestic and international travel may be required.

Clearance: Eligible for access up to TS/SCI, consistent with the Phase I APM qualification requirement.

Position Summary

Lead the APS enterprise effort and implementation of the Government’s Agile, task-based capacity model. The APM manages cross-functional contractor capacity against Government-prioritized demand, provides performance visibility, and leads recovery/reallocation actions while interfacing with Government leadership.

Essential Responsibilities

• Lead implementation and continuous improvement of the APS Agile enterprise business process.
• Manage contractor capacity against prioritized backlog demand and support dynamic reallocation across CPE ST3 organizations.
• Use Jira hands-on to manage and communicate capacity, backlog, velocity, flow, dashboards, blockers, and recovery actions.
• Coordinate rapid response to mission-priority changes and human-capital disruptions, including reprioritization, reallocation, off-boarding, replacement, and continuity actions.
• Ensure qualified labor categories are aligned to assigned tasks and execution remains traceable to authorized work.
• Interface with Government leadership while preserving Government decision authority.

Required Qualifications

• Minimum 5 years of demonstrated project/program management experience leading Agile teams OR managing cross-functional, capacity-based professional-services contracts in Federal or commercial environments.
• At least 3 years of the qualifying experience must have occurred within the past 5 years.
• Demonstrated experience scaling Agile practices across multiple teams and aligning execution to strategic objectives.
• Current, recognized advanced Agile-specific credential.
• Hands-on enterprise Agile-tool experience, with Jira at a minimum, including capacity, backlog, velocity, flow, dashboards, and performance visibility.
• Resume must identify specific performance metrics used and an example of using those metrics to pivot a failing project or improve performance.
• Eligible for access up to TS/SCI.

Preferred / Additional Qualifications

• Experience supporting DoD/Army acquisition or professional-services environments is desirable but should not substitute for the stated APM qualification gates.
