Job TitleAn employee in this classification performs a variety of routine to complex administrative, bookkeeping and clerical support duties in support of Bladen Area Rural Transportation System (BARTS) programs and operations.DutiesThe duties include:Performing responsible administrative and secretarial duties in support of the Bladen Area Rural Transportation System (BARTS) Transportation Director and other staff.Attending Advisory Board meetings; preparing and distributing meeting minutes.Recording client registration information.Updating and maintaining various databases; preparing spreadsheets as requested.Gathering information for and preparing a variety of reports as required by the division, County and/or other agencies.Assisting in preparing and monitoring department and/or program budget(s); processing accounts payable; verifying, posting and depositing funds received; maintaining general ledger; preparing related reports and records.Answering the telephone; providing information as requested and/or forwarding calls to appropriate personnel; greeting and assisting office visitors.Performing general clerical work as required, including but not limited to typing reports and correspondence, entering computer data, copying and filing documents, sending and receiving faxes, assembling materials, processing daily mail, processing department time sheets, etc.Assisting in coordinating activities with those of other divisions, departments and agencies as appropriate.Receiving and responding to public inquiries, requests for assistance and complaints regarding division programs and services.Attending training, workshops, meetings, etc., as appropriate to enhance job knowledge and skills.Operating a variety of equipment such as a computer, printer, calculator, telephone, copier, fax machine, typewriter, paper shredder, etc.Using computer and clerical supplies.Interacting and communicating with various groups and individuals such as the immediate supervisor, other County division/department heads and personnel, co-workers, clients, and the general public.Assisting with special projects and programs as requested.Performing related duties as required.Knowledge, Skills and AbilitiesThe knowledge, skills and abilities include:Thorough knowledge of the methods, procedures and policies of the Bladen Area Rural Transportation System (BARTS) and County as they pertain to the performance of duties of the Administrative Assistant.Thorough knowledge of the organization of the division and of related departments and agencies.Knowledge of the functions and interrelationships of the County and other governmental agencies.Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.Ability to demonstrate excellent administrative, clerical, bookkeeping, organizational, communication and interpersonal skills.Ability to offer assistance to co-workers, employees of other departments and the public as required.Ability to take the initiative to complete the duties of the position without the need of direct supervision.Ability to plan, organize and prioritize daily assignments and work activities.Ability to learn and utilize new skills and information to improve job performance and efficiency.Ability to read and interpret technical materials pertaining to the responsibilities of the job.Ability to assemble and analyze information and make written reports and records in a concise, clear and effective manner.Knowledge of the terminology and various professional languages used within the department.Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.Knowledge of proper English usage, vocabulary, spelling.Ability to perform required mathematical calculations with accuracy.Knowledge of modern office practices and technology.Knowledge of and the ability to use computers for word and data processing and records management.Ability to type accurately at speeds necessary for the successful completion of assigned duties.Knowledge of applicable occupational hazards and safety precautions.Ability to react calmly and quickly in emergency situations.Education and Experience RequirementsThe education and experience requirements include:Physical Requirements: Must be able to physically perform the basic life operational functions of balancing, stooping, kneeling, walking, feeling, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must possess the visual acuity to compile data and statistics, operate a computer, proof read materials, and do extensive reading.Working Conditions: Work in this class is performed primarily in an environmentally controlled office setting and employee is not substantially exposed to adverse environmental conditions.Minimum Education and Experience: High school diploma or GED equivalent supplemented by one to two years of responsible administrative or secretarial experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.Special Requirements: Valid North Carolina Driver's License.FLSA Status: Non-Exempt.Disclaimer: This classification specification has been designed to indicate the general nature and level of work performed by employees within this classification.
