Data Modeler C - Advanced Statement of Work (SOW)The Florida Department of Transportation (Department/FDOT) is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skillset and rate.Term: The contract term for this Staff Augmentation position is intended to be 06/01/26 - 06/30/27, with possible extension, based on excellence in work provided, need, and budget availability. NOTE: 'Term' does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term.Candidate Submission: OOC is accepting one candidate submission per vendor for this Filled position. Funding: This position is funded by the PALM Project and funds are granted following Legislative approval. Fiscal year funds are approved and allocated on a quarterly basis.Rate Increase: Please do not impose a rate increase for the second year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.Scope of Services: As a result of the Department's efforts to re-engineer and modernize core financial systems, there have been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida PALM Project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to: Adoption of the Florida PALM Standardized Business Process Model Transition to the Florida PALM Chart of Accounts values Replacement of Central, Payroll and Departmental FLAIR functionality Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system Implementation of Information Warehouse data to support agency specific reporting requirements.Education: Bachelor's Degree in Computer Science, Information Systems, or financial related field and two years' professional work experience. Work experience can substitute on a year for year basis for the degree. Special consideration will be given to candidates with Six Sigma certification or similar business analysis and engineering certifications.Experience: Bachelor's Degree in Computer Science, Information Systems, Finance, or other related field. Or equivalent work experience.Primary Job Duties/Tasks: The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to: Analyze, develop, and document complex logical database designs, logical data models and relational data definitions in support of FDOT and PALM systems requirements. Understands the methodologies and technologies that depict the flow of data within and between technology systems and business functions/operations. Responsible for the identification and resolution of information flow, content issues, and the transformation of business requirements into logical data models, for both as-is structure and proposed structure. Identifies opportunities to reduce data redundancy and trends in data uses and single sources of data. Combine business and technical data to assist with creation of documentation. Work with Business Analysts, Developers, and Application Architects to support agency processes and remediation for the PALM Transition Project.Job Specific Knowledge, Skills, and Abilities (KSAs): In-depth knowledge of cost accounting, chart of accounts, and financial transactions.

Experience with complex queries involving multiple data sources.

Experience with reading, creating, and updating data structures.

Experience with multiple include statements.

Experience with Visio or other process mapping applications. Knowledge of the SCRUM Framework. Knowledge of financial systems such as an ERP. Preferred KSAs: Experience with Entity Relationship Diagrams.

Experience with documenting and communicating technical requirements.

Experience in coordinating with Business Analysts to capture business requirements.
