About DHHS – Position Overview
- The NC Department of Health and Human Services (DHHS) seeks an experienced program manager to lead the Child Welfare Information System (CWIS) modernization initiative.
- The lead will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize, implement, and maintain CWIS modernization.
- The role interacts with all levels of DHHS staff, including executive leadership, and aims to align projects with the department’s IT roadmap and goals.
Responsibilities
- Single point of DHHS accountability for design, development, and implementation of the new Child Welfare Services Information System.
- Ensure vendor responsibilities and deliverables are fulfilled per contracts.
- Coordinate and ensure all DHHS deliverables and tasks across program, practice, product, project management, training/readiness, technical, and security teams are completed.
- Enable and manage optimized governance of the Child Welfare Practice & Technology Program (CWP&T).
- Provide leadership to remove obstacles, risks, and issues; ensure teams have tools and guidance to deliver key outcomes.
- Partner with Product Executive and CWP&T ELT to communicate program goals, objectives, and potential outcomes.
- Lead regular interactions with executives and governance committees to maintain relationships and a shared vision for program outcomes.
- Evaluate projects from an enterprise perspective, ensuring alignment with business needs, IT roadmap, architecture, security standards, controls, and IT methodology.
- Establish leadership and standards to facilitate cloud computing in support of DHHS strategy.
- Lead cross-functional project teams and workgroups; build and maintain relationships with stakeholders and IT leaders.
- Assist in developing policies, standards, and guidelines for IT within the enterprise.
- Research and present ideas for system and process improvements; develop business cases and cost-benefit analyses for prioritized initiatives.
- Manage multiple vendor onboarding efforts and coordinate requirements from cross-functional teams and vendors.
- Identify risks and opportunities across multiple projects; manage budget and resource allocations for the CWP&T program.
- Collaborate with the State DIT to ensure program compliance with the State IT Roadmap and privacy/security requirements.
