We are seeking an experienced Project Manager to provide end-to-end project management oversight into the design, configuration, staff training, and implementation of a replacement licensing and management system.

In this role, you will lead cross-functional teams, manage vendor relationships, ensure compliance with state IT standards and procedures, and guide the project through all phases to successful deployment and closeout.

Key Responsibilities
• Project Oversight & Execution: Lead process mapping and requirements gathering; serve as the daily point of contact for system implementation phases.
• Testing & Deployment: Oversee user acceptance testing (UAT) and certify system readiness for deployment.
• Vendor & Change Management: Manage external IT vendors, monitor deliverables, and direct organizational change management efforts.
• Governance & Compliance: Coordinate state IT agency steps and ensure project adherence to public sector policies, standards, and practices.
• Reporting & Tracking: Maintain project schedules, status reports, and budget estimates for executive leadership and governing boards.

Qualifications & Requirements
• PMP Certification: Active Project Management Professional (PMP) certification through PMI is required.
• SaaS / PaaS Experience: Demonstrated experience executing Software-as-a-Service or Platform-as-a-Service implementations.
• Public Sector Experience: Prior experience assisting state or public sector agencies in planning, developing, and validating functional and technical requirements.
• Vendor & Stakeholder Management: Strong track record in team leadership, vendor oversight, and executive-level communication.
• Work Arrangement: Must be comfortable working a part-time schedule (20 hours/week) and attending weekly on-site meetings in Henrico, VA. In-person interviews are required.

Required / Desired Skills
• Cloud & SaaS Expertise: Strong background in planning, executing, and managing cloud-hosted SaaS implementation projects. Required - 10 Years
• Analytical & Organizational Expertise: Strong ability to analyze complex problems, organize priorities, and make sound decisions under pressure. Required - 10 Years
• Leadership & Change Management: Proven capability to lead cross-functional teams and drive adoption of new approaches, systems, and methodologies. Required - 10 Years
• Requirements Management: Extensive experience guiding business and IT stakeholders through discovery and documentation of business and technical requirements Required - 10 Years
• Project Management Methodologies: Deep knowledge of Agile and Waterfall principles, with hands-on experience running Scrum, Kanban, and Waterfall Required - 10 Years
