Supervisor of Procurement & Fleet Services
Minimum Qualifications Education and Experience: Completion of two (2) years of college coursework and six (6) years of progressively responsible experience in procurement, fleet management, warehouse operations, or related functions, including at least three (3) years in a supervisory or management capacity. Qualifying experience must include substantial responsibility in either public procurement and contract administration or fleet management operations, with demonstrated working knowledge and involvement in the other functional area. Experience must also include oversight of staff and responsibility for key operational or administrative functions such as purchasing, inventory control, fleet services, or contract administration. Substitution: A bachelor's degree from an accredited college or university may substitute for up to two (2) years of the non-supervisory experience only. The degree cannot be used to substitute for the required three (3) years supervisory or management experience. Desired Qualifications: Experience in a public agency or in an organization with formal processes and regulatory compliance requirements is highly desirable. Experience in fleet maintenance, repair operations, or equipment management is also desirable. Desired Certifications: Professional certifications such as Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or equivalent; relevant certifications in fleet management (e.g. Certified Automotive Fleet Manager) are desirable. Standard Requirement This position requires regular operation of District vehicles in the performance of assigned duties. Incumbents must possess and maintain a valid California Class C Driver’s License and a driving record acceptable to the District’s automobile insurance. Position Summary The duties of the Supervisor of Procurement & Fleet Services include, but are not limited to, planning, organizing, directing, reviewing, and supervising the work of assigned staff engaged in procurement activities, central warehouse operations, and automotive shop operations. This management-level position is responsible for overseeing multiple locations and operational functions, including procurement, fleet management, warehouse operations, and related support services. Key responsibilities including assisting in the development and implementation of policies and procedures, overseeing the acquisition, assignment, operation, maintenance, and disposal of fleet and equipment; and administering the formal bidding process, including presiding over bid openings, evaluating bids for responsiveness and responsibility, and recommending contract awards in accordance with applicable laws, regulations, and District policies. This position also develops and maintains effective vendor relationships to ensure competitive pricing, quality, and service; and monitors and evaluates vendor performance. The incumbent administers and oversees service, repair, and replacement programs for the District’s automotive fleet. This role requires applying knowledge of public procurement practices, contract administration principles, risk management, and environmental regulations related to fleet and maintenance operations. It also requires the ability to analyze operational and financial data, make sound recommendations, and effectively supervise, train, motivate, and evaluate staff.
