We are seeking an experienced Tester to support a public-sector benefits program. The program participates in a consortium using the SPIRIT Management Information System under the State Model alongside other programs. The contract holder and voting member has key testing responsibilities for the system.

WIC operations include nutrition risk assessments, food package assignments, referrals, education, data entry, and benefit issuance through EBT cards, with optional in-store shopping assistance for participants.

SPIRIT follows a structured release cycle with two major releases per year, sometimes followed by corrective releases or hotfixes.

The selected Tester will plan, construct, and execute User Acceptance Testing, interface testing, and regression testing; report results through established tools and processes; and support release readiness through accurate pass/fail and go/no-go reporting.

The Tester will work as part of a small team responsible for planning, constructing, and executing tests based on major, minor, and hotfix functional repairs included in release documentation and related software products. The role requires independent judgment, precise time management, and the ability to identify testing scenarios that require data setup by technical application staff.
Program Management and Coordination
• Lead testing efforts and coordinate application testing tasks with the WIC Technology Manager.
• Plan and review test models for product testing, project control, and release control, including plans, data, and scripts.
• Coordinate testing with functional SPIRIT users, program leadership, technical resources, team members, support providers, software providers, and the SPIRIT User Group.
• Develop, update, document, and maintain testing standards and procedures.
• Create options, recommendations, and documentation to assist WIC Helpdesk team members in resolving user-reported SPIRIT application issues.
• Communicate effectively with customers and software or hardware suppliers supporting State and Local users.
• Estimate time and resources needed to complete UAT objectives and report results.
• Identify, track, and resolve issues and risks affecting assigned work and the work of test or application teams.
• Develop contingency plans as needed.
• Research problems before escalating to application resources or the Test Team Lead.
• Assist and guide business testers and functional users as needed.
• Update application user guides and prepare user-friendly communications describing verified SPIRIT application changes and technical initiatives.
• Serve as the primary point of contact for issue reporting and testing requests from State and Local users, support teams, the SPIRIT User Group, and the EBT provider.
• Attend mandatory weekly SPIRIT application calls, including Change Control Work Group, SPIRIT Tester Call, and Morning Call sessions.
• Assist with technical testing support tasks such as data setup requests, table updates, and scheduled process requests.
• Maintain strong communication, teamwork, self-direction, and quality standards.
• Assist in resolving incoming Helpdesk issues from clinic users as the subject matter expert to the program team.
Testing Responsibilities
• Develop understanding of system business requirements supported by the test team.
• Define testing quality standards and ensure documented, repeatable processes are followed.
• Review and understand release schedule testing work plans provided by the software provider.
• Create and complete test plans and identify additional acceptance criteria for resolved items and change requests delivered in each release.
• Ensure test design remains within project scope, including User Acceptance Testing, interface testing with the EBT processor live test environment, and regression testing.
• Document results in Azure DevOps and test sheets, including pass/fail and go/no-go status, for review by the Technology Manager.
• Review entry and exit criteria in Azure DevOps to determine pass/fail status and testing methods.
• Participate in post-UAT reviews, quality assessments, and new release demonstrations for Participant Portal, eWIC EBT conversion, and other WIC technology initiatives.
• Assist application teams with functional testing related to regulatory changes, including food package changes, FMNP season cycles, and USDA-mandated updates.
• Define product test plans and criteria for software acceptance.
• Resolve testing process questions and issues.
• Provide estimated-to-complete and actuals for assigned tasks to program leadership and the Technical Manager.
• Create test scripts for UAT, interface testing, and regression testing, including pre- and post-condition details and data setup requirements.
• Work Schedule: On-call, 0 20 hours per week; may work up to 40 hours per week for 2 3 weeks around bi-annual releases.

Required / Desired Skills
• Knowledge of the WIC program and USDA FNS federal regulations Required - 2 Years
• Familiarity with SAM MIS systems such as Crossroads, Mountain Plains, MOSAIC, and SPIRIT Required - 2 Years
• Experience using issue reporting systems such as Azure DevOps Required - 2 Years
• Bachelor’s degree in nutrition Required - 4 Years
