IntroductionThe Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state's casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran's posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.GRADE17LOCATION OF POSITIONMaryland Lottery and Gaming Control Agency1800 Washington BoulevardBaltimore, MD 21230Main Purpose of JobThe incumbent serves as a Sports Wagering Auditor and performs a variety of specialized auditing tasks. This position conducts on-site and off-site audits of sports wagering licensees (i.e., casinos, bingo halls, other authorized locations and online/mobile licensees) which may require the incumbent to travel and work early mornings and overnight, if necessary. Audit staff will monitor sports wagering revenue and conduct compliance audits and testing internal controls of sports wagering licensees. The incumbent works under the supervision of the Sports Wagering Audit Supervisor.POSITION DUTIES
  • Assist Sports Wagering Internal Audit Supervisor in the performance of Internal Audits to ensure compliance with State regulations.
  • Review financial reports and data related to Sports Wagering.
  • Analyze and document business processes.
  • Review and evaluate compliance with State Regulations.
  • Review and evaluate the adequacy and effectiveness of internal controls and Agency procedures.
  • Research State regulations.
  • Perform and document audit testing performed and conclusions.
  • Recommend corrective action for audit findings.
  • Assist Sports Wagering Internal Audit Supervisor in preparing audit report, as needed.
  • Perform follow-up to ensure findings are properly addressed by management.
  • Perform special projects and assignments as needed.MINIMUM QUALIFICATIONSEducation: A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.Notes:
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  • Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university for one year of the required experience.
  • Candidates may substitute one year of professional accounting experience for one year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s):
  • Auditing experience preferred.
  • Gaming experience preferred.
